Summary: Cartoon showing Charles James Fox standing on a roulette wheel perched atop a globe showing England and continental Europe, the implication is that his penniless state, indicated by turned-out pockets, is due to gambling; he looks over his left shoulder up at a bust of Shelburne who, like the sun, is beaming radiantly. Like Edmund Burke, Fox resigned his position as foreign secretary in protest at the appointment of Shelburne following Rockingham's death.
